The Government Electronic and Mobile Services Maturity Index (GEMS) provides policy-makers with a dynamic and comprehensive understanding of the status of government electronic and mobile services.
Was devised according to 100 essential government services selected by ESCWA that target individuals and businesses, across 11 categories. These were chosen as indicative of governments’ service provision capacities throughout the life cycle of both people and businesses.
