The Index

Is a tool for measuring the maturity of government services provided through electronic portals and mobile applications in the Arab countries. Services are assessed according to indicators that are often excluded in international reporting, such as the extent of service development, service usage, and user satisfaction, and the extent of government efforts to reach the public. The Government Electronic and Mobile Services Maturity Index (GEMS) provides policy-makers with a dynamic and comprehensive understanding of the status of government electronic and mobile services.
